*Victories/Start is used to determine rank. Days in Yellow/Start is the first tie breaker, and Stage Wins/Start is the second tie breaker.

According to this Table 2, Lance Armstrong is only the 4th best 5 time winner. Merckx is still the best. If Lance wins next year, all bets are off.
